# OCC 授予 Ripple 全国信托银行最终批准

美国货币监理署（Office of the Comptroller of the Currency，OCC）于 2026 年 10 月 26 日授予 Ripple 最终批准，允许其设立 Ripple National Trust Bank，一家受联邦监管的全国性信托银行。这一决定完成了自 2025 年 12 月有条件批准以来启动的流程。

该银行开业后，将管理支撑 Ripple USD（RLUSD）的隔离储备，作为 RLUSD 持有人的储备抵押受托人，并提供数字资产受托托管服务。作为信托银行，它不能吸收存款，也不能提供由 FDIC 保险的账户。

RLUSD 将继续由 Standard Custody & Trust Company 发行，这是一家受纽约州金融服务部监管的有限目的信托公司。该稳定币目前同时处于州和联邦监管之下。Ripple 表示，RLUSD 于 2024 年 12 月推出，市值为 25 亿美元，由美元存款、美国政府证券和现金等价物支撑，BNY 担任主要储备托管人，并每月进行第三方认证。
